The People’s Congress of Binjing

The People’s Congress is the main forum for collective deliberation and accountability within the Communist Party of Binjing (CPB). Every Party Member—whether full or provisional—is a member of the Congress. Here, priorities are debated, leaders are held to account, and decisions about the province are made collectively. Full Party Members may debate and vote. Provisional Members may participate fully in discussion, but may not cast votes.

General Sessions

The People’s Congress meets regularly in General Sessions, chaired by the President of the Congress. During these sessions, any member may suggest agenda items, Ministers report on their work, and votes are held as required. After each session, the President publishes a brief summary, so all members are kept informed.

The President of the People’s Congress

The President of the Congress is responsible for chairing sessions, managing the agenda, ensuring orderly debate, and publishing session summaries. The President is chosen by the Congress by a simple majority vote. They may also be replaced by a simple majority vote, but may not be removed without a replacement being selected at the same time.

Voting Procedure

Only full Party Members may vote. A simple majority vote means more than half of all full Party Members must vote in favour, excluding only those who have explicitly abstained. Members who do not vote and do not explicitly abstain are still counted when determining whether a majority has been reached. Unless otherwise specified, Congress decisions are made by simple majority, as defined here. Specific voting requirements for appointments, removals, and confirmations are described in the relevant articles for each office or membership category.

Unless otherwise specified, votes may be held in or out of a General Session.
