Citizenship and Residency in Binjing
In Binjing, individuals are classified as either residents or citizens (also known as “Binstuds”). Each status has distinct rules and privileges, with a clear path for residents who wish to become citizens.

Managing Residency
Becoming a Resident
To become a resident, an individual must rent space in a Local Unit, at which point residency is granted automatically. The Party Secretary of that LU is then responsible for notifying the Central Government for tax purposes and assisting the new resident with creating a mailbox.

Changing Your Primary Local Unit (PLU)
By default, your Primary Local Unit (PLU) is the first Local Unit you moved into. To change your Primary Local Unit, you must first contact the Party Secretaries of both your current and desired new PLUs. The Party Secretary of the new PLU is then responsible for notifying the Central Government to make the change official. The Central Government will notify both Party Secretaries when the switch is official, from which point onwards the Primary Local Unit Contribution will be paid at the new PLU.
The Citizenship Lifecycle
Eligibility Criteria
To be eligible for citizenship, you must meet all four of the following criteria:
- Be a resident of Binjing.
- Have your primary place of residence within Binjing.
- Pay more taxes in Binjing than in all other provinces combined (excluding Market Square).
- Pay at least 5cc more in taxes to Binjing per week than to any other single province (excluding Market Square).
Citizenship is maintained by continuously meeting all four eligibility criteria. If you no longer meet these requirements, your citizenship is lost automatically. You must report this loss of eligibility to your Party Secretary; failure to do so can result in a 35cc fine.
The Application Process & Passports
Eligible individuals should begin the application process by contacting the Party Secretary of their Primary Local Unit and providing a breakdown of their finances for verification. Once the Secretary confirms your eligibility, they will conduct a citizenship ceremony.
Following the ceremony, a passport is issued for a 50cc fee. This passport grants access to many Binjing Benefits, and you are required to carry it with you at all times (in your inventory or ender chest). If your passport is lost, you must contact the Central Government for a replacement; a new 50cc fee will apply.
Ending Your Citizenship
You can voluntarily renounce your citizenship by depositing your passport into the Provincial Office mailbox. This action results in the immediate loss of all citizenship rights and privileges. If you are a member of the Communist Party of Binjing (CPB), you will also be automatically removed from the party. The Central Government will notify the Party Secretary responsible for your PLU immediately.
If you ever want to ever want to become a citizen again, you will have to go through the entire application process again.

Here PLU stands for Primary Local Unit, which is the Local Unit where the individual resides and pays their Primary Local Unit Contribution (PLUC). The date of citizenship indicates when the individual was granted citizenship status.
