Joining the CPB
This document outlines how to join (and leave) the Communist Party of Binjing (CPB).
Joining the CPB
Eligibility
Anyone that meets the following criteria may apply to become a member of the CPB:
- The candidate is a registered citizen of Binjing.
- The candidate obtains three recommendations from current CPB members.
The Premier may waive these requirements in exceptional circumstances, on a case-by-case basis.
Application Process
- The candidate contacts their Party Secretary, and lets them know of their intent to join the Party. From this point on, the Party Secretary will become the candidate’s Mentor.
- The Mentor verifies the candidate’s eligibility. They make sure all criteria are met.
- If the candidate is eligible, the Mentor notifies the Minister of Administration.
- The Minister for Administration registers the candidate as a Provisional Party Member. They notify both the Mentor and the candidate. This marks the start of the Provisional Membership period.
Provisional Membership
During the Provisional Membership period, the Provisional Party Member has to participate actively in Party activities, just like any other Party Member would. The Mentor will make sure to offer a helping hand in guiding the Provisional Party Member, making sure they understand the Party’s values and objectives, and how to help out effectively.
Confirmation Vote
No sooner than two weeks after the start of the Provisional Membership period, the People’s Congress will hold a confirmation vote to decide whether to admit the Provisional Party Member as a full Party Member. The confirmation vote will follow the following procedure:
- The Provisional Party Member introduces themselves. They explain why they want to join the Party, and how they have contributed during their Provisional Membership period.
- The Party Members ask questions to the Provisional Party Member, to better understand their motivations and contributions, and to quiz them on their understanding of the Party’s values and objectives.
- The Mentor makes a recommendation to the People’s Congress, based on their assessment of the Provisional Party Member’s contributions and understanding of the Party.
- The People’s Congress conducts a confirmation vote with the following options:
- Accept: Admit the Provisional Party Member as a full Party Member.
- Postpone: Postpone the confirmation vote until the next General Session of the People’s Congress, no sooner than one week later.
- Expel: Reject the application and expel the candidate from the Party.
- Abstain: Formally abstain from voting.
The votes are counted as follows:
- If at least two-thirds (2/3) of Party Members (excluding those who voted Abstain) voted to Accept, the candidate is admitted as a full Party Member.
- If a majority of Party Members (excluding those who voted Abstain) voted to Expel, the candidate is expelled from the Party.
- In all other cases, the vote is unresolved. The confirmation vote will be postponed by at least one week.
Members who did not vote are not counted as abstaining. This means that it might be considerably more difficult to reach the two-thirds threshold for acceptance, or the simple majority threshold for expulsion, if many members do not vote.
Leaving the CPB
There are two ways to leave the CPB. You can resign voluntarily, or you can be expelled by the People’s Congress.
- Resignation: A Party Member may resign at any time by notifying the Minister for Administration.
- Expulsion: The People’s Congress may expel a Party Member at any time by Simple Majority Vote.
It is the duty of the People’s Congress, and all of its members, to make sure that all Party Members participate actively in the Party, and to expel those who do not.
