Local Units
Local Units are the basic subdivisions of governance within the province of Binjing. Each Local Unit is responsible for local administration and ensuring that the Central Government’s policies are put into practice at the community level. Local Units also provide a way for local issues and concerns to be represented within the wider Party structure. They are essential for ensuring that Party decisions and policies are effectively carried out across the province, acting as a bridge between local communities and the Central Government.
Party Secretary
Each Local Unit is led by a Party Secretary, who serves as the representative of the Central Government and the Party within their Local Unit. The Party Secretary’s responsibilities include:
- Collecting taxes in cooperation with the Minister of Administration.
- Overseeing local administration and implementing policies set by the Central Government.
- Creating and maintaining an attractive and welcoming environment for all citizens and residents in the Local Unit.
- Representing the interests and concerns of the community to the Central Government and the People’s Congress, and maintaining communication between residents and the wider Party.
Appointment and Removal
Party Secretaries are appointed directly by the Premier and may be removed at any time by the Premier. The creation or dissolution of Local Units is also at the discretion of the Premier, who must inform the People’s Congress of any changes.
