Central Government
What is the Central Government?
The Central Government is the group responsible for the day-to-day governance of Binjing. It consists of the Premier and a Cabinet of Ministers, each overseeing a key aspect of provincial administration. The Central Government is charged with both setting and implementing policy, coordinating projects, and ensuring the continued prosperity and stability of the province.
The Premier
The Premier is the head of the Central Government and leads both the Party and the province. The Premier sets overall priorities, appoints Ministers, and coordinates the Central Government’s work.
Appointment and Removal of the Premier
The Premier is chosen by a simple majority vote in the People’s Congress, and may be replaced in the same way. The Premier may never be removed without a replacement being selected at the same time.
Ministers
Ministers are responsible for major areas of governance. The current Cabinet includes:
- Minister of Administration: Oversees tax-collection, finances, recurring expenses, and record-keeping including citizenship and party membership. They work together with Party Secretaries to collect taxes.
- Minister of Public Works: Manages public construction, and the appearance of Binjing.
- Minister of the Villagery: Directs the management of villagers in Binjing.
Appointment and Removal of Ministers
Ministers are nominated by the Premier and require confirmation by a simple majority vote of the People’s Congress (majority of votes cast, excluding abstentions). Ministers may be removed in two ways.
- The Premier may dismiss a Minister at any time, and must announce the dismissal to the People’s Congress.
- The People’s Congress may remove a Minister by a simple majority vote.
How the Central Government operates
The Premier and Ministers are empowered to make and carry out decisions within their assigned areas. While they are responsible for most routine matters, they should consult the People’s Congress for major shifts in direction. The Premier and Ministers report regularly to the People’s Congress, answer questions, and remain accountable to all Party Members.
